The bill (Reg. No.8275) amends the Resolution of the Verkhovna Rada of Ukraine "On Register, Quantitative Representation and Competence of the Committees of the Verkhovna Rada of Ukraine of the Sixth Convocation" and excludes from the competence of the Committee on Justice the matter on appointment and dismissal of judges elected on a permanent basis. Under the Law "On Judicial System and Status of Judges", the issue of permanent appointment of judges and their dismissal from the offices are scrutinized during the plenary meeting of the Verkhovna Rada of Ukraine without conclusions of the Committees and any investigations.
The People´s Deputies focused on the collision of norms of the suggested bill in respect to the effective legislation of Ukraine which regulates activity of the Parliament and order of formation, organization of work and liquidation of the Committees of the Verkhovna Rada of Ukraine.
In the result of the systemic interpretation and analysis of the bill, the People´s Deputies concluded that the competence of the Parliamentary Committees is regulated during the first session of the Verkhovna Rada of the new convocation by the majority of the People´s Deputies of Ukraine and can not be changed during the work of the Parliament of the respective convocation.
